MEMORANDUM OF UNDERSTANDING ON TECHNICAL COOPERATION BETWEEN INTERNATIONAL COOPERATION DEPARTMENT, MINISTRY OF ECONOMIC AFFAIRS OF THE REPUBLIC OF CHINA AND AGENCY OF COMMERCE AND COMMUNITY DEVELOPMENT, STATE OF VERMONT, THE UNITED STATES OF AMERICA-1

WHEREAS the International Cooperation Department, Ministry ofEconomic Affairs, R.O.C., and the Agency of Commerce and Commun-ity Development, State of Vermont, U.S.A. wish to further stren-gthen relations by expanding economic, trade, investment and bi-lateral technical cooperation between them.RECOGNIZING that one of the means to achieve such cooperation isto execute a Memorandum of Understanding.The two parties therefore agree to promote technical interchangeand to mutually develop the international market. The followingsubjects will be covered: Establishing a bilateral technical co-operation project; Promoting the dispatch of high-level economic, construction, technical, and managerial personnel for on-sitestudy and training; Determining organizations in charge of prom-oting bilateral technical cooperation and identification of pro-ject contents and methods of implementation through future cons-ultation between designated agencies of the two sides; Stimulat-ing the two-way exchange of economic, trade, and investment inf-ormation; Deepening of bi- and multilateral economic ties, espe-cially in the fields of capital investment, environment, and to-urism; Building up communication channels for the exchange ofinformation on the investment climates and opportunities both inTaiwan and the State of Vermont by appointed investment promoti-on and industrial development agencies of the two sides.IN WITNESS WHEREOF, the undersigned, being duly authorized bytheir respective Governments, have signed this Memorandum.
